Since this forum began there has been a continued request to offer the capability to download earlier versions of EAGLE. This might be due to work contracts or just for convenience. I find it perplexing that no one can take the time to answer your question.
I am curious too actually. Also in regard to old versions of Eagle, the OP's link only references a few versions whereas this link has a lot more. I suspect it just got missed, the forum goes through busy phases sometimes and it's possible things like this get overlooked. Also, most of us who post here are giving our time for free, so there's not really any obligation to take any time, however, I will. The license referred to in the post before yours was purchased during the V6 era I would guess from the date, I think v7 came out just after that but it may be on the cusp of the changeover so it's possibly early v7.
If it was a flexlm based license then it would have been purchased for 7. If it was a v7 flexlm based license then I would expect they would be able to get a full v7 license from the Autodesk support to replace their flexlm one assuming they haven't already and they'll be able to run up to v7. If it's a v6 license then they will be able to run v6. These extra features included ability to share files, customizable UI and improved scripting to improve the way the client behaves.
